The article focuses on the network neutrality legislation in the U.S. In 2006, network neutrality was a vexing issue among lawmakers, from the Congress to the Federal Communications Commission to the Federal Trade Commission. But in 2007, the issue focused on the potential ability of traditional Telecommunications carriers to charge service and application providers based on bandwidth consumption. However, this practice is claimed by Yahoo! Inc. and Google Inc. to be a price discrimination. Democrats are mostly proponents of net neutrality wanted a legislation prohibiting broadband carriers in handling commercial Internet traffic.
