摘      要：The article discusses the benefits of Independent Communications Authority of South Africa s (ICASA) imposition of a cost-based interconnection regime on the telecommunication industry. Industry commentators view that Telkom, smaller operators, Voice over Internet Protocol service providers and consumers will have lower call costs if the wholesale cost of terminating calls will be regulated. Interconnect refers to the cost of transferring a call from one network to the other.
